본 연구는 사회복지사 윤리강령의 필요성과 역할을 체계적으로 분석하고, 2023년 5차 개정 윤리강령의 주요 변화와 시대적 의의를 규명하는 것을 목표로 한다. 윤리강령의 개념과 역사적 발전 과정을 추적하고, 인간의 존엄성과 사회정의라는 핵심 가치를 분석하였다. 나아가 사회복지 실천 현장의 윤리적 딜레마와 체계적 해결 방안을 제시하고, 윤리강령이 사회복지사의 전문직 정체성 확립에 미치는 영향을 규명하였다. 연구 결과, 윤리강령은 단순한 행동 지침을 넘어 전문직의 철학적 기초를 명확히 하고, 클라이언트의 주체성 강화, 문화적 다양성 존중, 환경 정의 등 현대 사회의 요구를 반영하는 종합적 문서임을 확인하였다. 이러한 윤리강령의 실질적 이해와 실천은 사회복지사의 전문직 정체성 강화, 직무 만족도 향상, 그리고 궁극적으로 클라이언트의 삶의 질 향상과 사회정의 실현으로 이어진다.

This study aims to systematically analyze the necessity and role of social workers' Code of Ethics and identify the major changes and contemporary significance of the 5th revised Code of Ethics in 2023. The research traced the concept and historical development of the Code of Ethics and analyzed the core values of human dignity and social justice. Furthermore, it presented ethical dilemmas in social welfare practice fields and systematic solutions, and identified the impact of the Code of Ethics on establishing social workers' professional identity. The findings confirm that the Code of Ethics is a comprehensive document that transcends simple behavioral guidelines, clarifying the philosophical foundation of the profession, and reflecting contemporary society's demands including client empowerment, respect for cultural diversity, and environmental justice. Practical understanding and implementation of this Code of Ethics leads to strengthening social workers' professional identity, improving job satisfaction, and ultimately enhancing clients' quality of life and realizing social justice.
