초불확실성 시대 글로벌 공급망 위기 극복을 위한 한국 제조업의 구조적 전환과 생태계 혁신 전략

본 연구는 팬데믹 이후 심화된 글로벌 공급망 불안정의 구조적 원인을 분석하고, 한국 제조업이 취해야 할 단기·중장기 대응 전략을 체계적으로 제시한다. 글로벌 공급망 불안정은 효율성 극대화 모델의 한계, 지정학적 리스크 급증, 자원 민족주의, 환경규제 강화 등 복합적 요인에서 비롯되며, 미국·유럽·중국 등 주요국의 자국 우선주의 정책으로 인해 공급망의 파편화가 심화되고 있다. 한국 제조업은 원자재 및 핵심 부품의 높은 대외 의존도, 수입처 편중, 후방 산업의 낮은 자립도 등 구조적 취약성을 지니고 있다. 이에 본 연구는 단기적으로 조달 다변화, 전략적 재고 확보, 공급망 디지털화를 통한 회복탄력성 확보 방안을 제안하고, 중장기적으로 소재·부품·장비의 기술 내재화, 대·중소기업 간 상생 협력 체계 구축, 차세대 첨단 산업 중심의 글로벌 가치사슬 주도권 확보 전략을 제시한다. 나아가 초격차 기술력, 경제안보 네트워크, ESG 경영 역량의 융합을 통해 한국 제조업이 글로벌 공급망 재편 속에서 전략 국가로 우뚝 설 수 있는 경로를 제안한다.

This research analyzes the structural causes of global supply chain instability that have intensified since the pandemic and systematically presents short and long-term response strategies for Korean manufacturing. Global supply chain instability stems from multiple factors including the limitations of efficiency-maximization models, increased geopolitical risks, resource nationalism, and strengthened environmental regulations. The fragmentation of supply chains is being accelerated by self-first policies of major countries including the US, Europe, and China. Korean manufacturing faces structural vulnerabilities including high dependence on imported raw materials and critical components, concentrated import sources, and low autonomy in downstream industries. This research proposes securing supply chain resilience through supply source diversification, strategic inventory management, and supply chain digitalization in the short term, and presents technology localization in materials, components, and equipment, establishment of cooperation systems between large and small-medium enterprises, and strategies for securing leadership in global value chains centered on next-generation advanced industries in the long term. Furthermore, it suggests pathways for Korean manufacturing to establish itself as a strategic nation amid global supply chain reorganization through the integration of cutting-edge technology, economic security networks, and ESG management capabilities.
