국제경영에서의 정치적 위험: 개념, 원인, 유형, 관리 및 국가적 위험과의 비교 분석

본 연구는 국제경영 환경에서 기업의 해외 진출을 위협하는 정치적 위험의 개념, 원인, 유형, 관리 방안을 체계적으로 분석하고, 흔히 혼용되는 정치적 위험과 국가적 위험의 차이를 명확히 규명하는 것을 목적으로 한다. 정치적 위험은 진출국의 정치적·사회적 변화로 인해 기업의 자산 가치, 수익, 경영 활동에 부정적 영향을 미칠 수 있는 불확실성으로 정의되며, 정부 불안정, 정책 급변, 사회 불안정, 국제 갈등, 국유화 등 다양한 원인에서 비롯된다. 위험은 거시적·미시적 위험, 국유화 위험, 환송금 제한, 규제 변화, 정치적 폭력 등으로 분류된다. 기업의 효과적인 대응을 위해서는 위험 평가 및 모니터링, 정치적 위험 보험, 현지화 전략, 다각화, 계약적 보호 장치 등 다층적 관리 방안이 요구된다. 정치적 위험은 경제·금융·사회적 요인까지 포괄하는 국가적 위험의 하위 개념이지만, 정치적 요인에 특화된 개념으로 구분된다. 본 연구는 급변하는 글로벌 지정학적 환경에서 다국적 기업의 지속 가능한 국제경영을 위한 전략적 위험 관리의 중요성을 강조한다.

This study systematically analyzes the concept, causes, types, and management strategies of political risk in international business, while clarifying the distinction between political risk and country risk, which are often used interchangeably. Political risk is defined as uncertainty arising from political and social changes in host countries that can negatively impact corporate assets, profits, and operations. It originates from diverse causes including government instability, policy changes, social unrest, international conflicts, and expropriation. Risks are classified into macro and micro political risks, expropriation risk, remittance restrictions, regulatory changes, and political violence. Effective corporate response requires multilayered management approaches including risk assessment and monitoring, political risk insurance, localization strategies, diversification, and contractual protection mechanisms. Political risk, while constituting a subset of country risk that encompasses economic, financial, and social factors, is distinguished as a concept specialized in political factors. This study emphasizes the importance of strategic risk management for sustainable international business of multinational enterprises in the rapidly changing global geopolitical environment.
