한국 국제결혼의 변화 추세와 다문화정책의 재구조화 방안: 2020년 이후 사회적 인식 변화를 중심으로

본 연구는 한국 사회에서 지난 20여 년간 이루어진 국제결혼의 변화 양상을 종합적으로 분석하고, 이에 따른 다문화정책의 방향성을 제시하는 것을 목적으로 한다. 2000년대 초중반의 국제결혼은 농촌 만혼 문제 해결과 결혼중개업체의 상업화를 중심으로 '생계형 국제결혼'의 특징을 보였으나, 2020년 이후에는 출신국의 다양화, 배우자의 학력·직업 수준 향상, 자연교류 기반 만남의 증가 등으로 인해 질적 변화를 경험하고 있다. 동시에 한국 사회의 다문화가정에 대한 인식도 '보호 대상'에서 '사회 구성원'으로 전환되고 있다. 이러한 변화에 대응하기 위해 기존의 동화주의적 정책 관점에서 상호문화주의 기반의 정책으로 전환하고, 결혼중개업체 관리 강화, 국제결혼 남성 교육 의무화, 고학력 이주여성 지원 체계 구축 등의 구조적·개념적·실천적 재구조화가 필수적임을 제시한다.

This study aims to comprehensively analyze the changing patterns of international marriage in Korean society over the past 20 years and to present the direction of multicultural policy accordingly. International marriages in the early 2000s were characterized by 'livelihood-based international marriage' centered on solving rural late marriage problems and the commercialization of marriage brokers. However, since 2020, qualitative changes have been experienced due to diversification of countries of origin, improvement in spouses' educational and occupational levels, and increased natural exchange-based meetings. Simultaneously, Korean society's perception of multicultural families is shifting from 'objects of protection' to 'members of society.' To respond to these changes, this study proposes transitioning from existing assimilationist policy perspectives to intercultural-based policies, and presents the necessity of structural, conceptual, and practical restructuring including strengthened management of marriage brokers, mandatory education for international marriage men, and establishment of support systems for highly educated immigrant women.
