다문화가정 아동 및 중도입국 청소년의 교육 격차 해소와 사회 통합을 위한 복지 정책: 생태체계이론과 강점관점을 중심으로

본 연구는 다문화가정 아동 및 중도입국 청소년이 겪는 교육 격차와 사회적 배제의 구조적 원인을 분석하고, 이를 해결하기 위한 사회복지적 개입 방안을 제시한다. 생태체계이론과 강점관점을 이론적 틀로 하여, 통계 데이터 기반의 현황 분석, 교차성 분석, 질적 연구의 당사자 목소리를 종합적으로 검토하였다. 현재 한국의 다문화 정책이 동화주의와 선별주의에 머물러 있음을 비판하고, 스웨덴과 독일의 상호문화주의적 접근을 참고하여 보편주의적 패러다임으로의 전환을 제안한다. 미시적 개입(사례관리, 상담), 중시적 개입(커뮤니티 케어, 통합적 전달체계), 거시적 개입(법제도 개편, 교원 양성)의 다층적 방안을 제시하며, 사회복지사 윤리강령에 기반한 옹호와 연대의 실천 원칙을 강조한다. 이는 이주배경 당사자를 존엄한 주체로 인정하고, 우리 사회의 구조적 개선을 통해 '누구도 배제되지 않는 사회'를 실현하기 위한 기초를 제공한다.

This study analyzes the structural causes of educational disparities and social exclusion experienced by multicultural children and mid-term immigrant youth, and proposes social welfare intervention strategies to address these issues. Using ecological systems theory and strengths perspective as theoretical frameworks, the research comprehensively examines statistical data analysis, intersectionality analysis, and qualitative voices of stakeholders. The study critically examines how current Korean multicultural policies remain trapped in assimilationism and selectivism, and proposes a shift toward universalist paradigms by referencing intercultural approaches in Sweden and Germany. Multi-level intervention strategies are presented: micro-level interventions (case management, counseling), meso-level interventions (community care, integrated delivery systems), and macro-level interventions (legal and institutional reforms, teacher training). The study emphasizes advocacy and solidarity practice principles based on social work ethics codes, recognizing stakeholders as dignified agents and providing a foundation for realizing a society where no one is excluded through structural improvements.
